Coming up with a global plan

Governments throughout the world are concerned about the ongoing outbreaks of bird flu.
They are keenly aware that
avainavian influenza has the potential to turn into a human flu
pandemic that could have severe global health, economic, and social consequences.
Congress recently approved funding for a
national bird flu strategy. This funding includes $251 million specifically for the purpose of detecting and containing outbreaks before they spread throughout the world.
In order to prevent a pandemic, we must have a worldwide, coordinated system of surveillance and monitoring. With that, we can rapidly detect any unusual flu outbreaks and ideally isolate any pandemic viruses.
ThisDoing so will take
unprecendentedunprecedented communication between governments and thorough
preparation for the
unhoped forpotential day that the bird flu virus
mutates into a form that can be passed from human to human.
